Depends, is the consultant asking money? then it may be a sign of fraud, no genuine consultant would ask for money. ask the person to share the linkedin Profile and you can do a check about the company , the candidate he has placed, even ask them to share some reference of the candidate they placed, and then do a reference check, hope that helps
